Herceg Novi sits at the mouth of the Bay of Kotor, which puts it closer than anywhere else to the three things worth reaching on this side: the Blue Cave, the fortress island of Mamula and the water at Žanjic. What being at the mouth actually gives you

From Tivat the Blue Cave is two hours out and two back, so half a day charter is passage. From the mouth of the bay it is close enough that the cave stops being the whole plan and becomes the first stop of one.

That changes what fits into the same money. Six hours from this end covers the submarine tunnels, Mamula, the cave inside its 11-to-12 light window and a long stop at Žanjic — which is the clearest water on the Montenegrin coast and the reason people repeat this route.

The trade is that Marea has to be positioned here, so it is agreed when you book rather than on the day. If the dates are not flexible, the same route out of Tivat works — it just wants eight hours instead of six.
